Bulletin #13 – Support Staff Job Evaluation Committee

Job Evaluation (JE) is an important tool. It is used for measuring work and identifying classification inequities within and between school districts. The purpose of this provincial JE project is to make sure that those doing the same jobs are fairly classified across the province.

Based on the completed 63 locals, there are a total of 2,813 support staff jobs currently entered in JET. That’s a lot of jobs and a lot of hard work completed by the JJECs. All of the jobs entered and matched by the JJECs are then validated closely by the Provincial Job Evaluation Steering Committee.

Bulletin #12 – Support Staff Job Evaluation Committee

The Provincial Joint Job Evaluation Program was first initiated during bargaining of the 2014- 2019 Provincial Framework Agreement, and continued in 2019 and 2022. The purpose of the Provincial Job Evaluation Plan is to implement and maintain a standardized method of measuring and classifying support staff jobs across BC public school districts. The provincial plan will eventually replace the various local plans once fully implemented.

Phase 3 progress update

District job matching has been completed by 63 of 68 support staff locals! This is excellent progress. The five (5) remaining locals are targeting to finish job matching by late summer.

Of the 63 locals that have completed the job matching, 21 are finalized with the remaining 42 to be finalized by fall.

District Joint Job Evaluation Committees (JJECs) use JET (Job Evaluation Tool) to complete the matching assignment. The committees enter their jobs into JET, complete the job information and upload the job description right in the tool.

Fun fact:

Phase 4

The Provincial Job Evaluation Steering Committee will be finalizing the Provincial Job Evaluation Plan and developing an implementation plan.

Details of Phase 4: Implementation will be shared with you once determined. Implementation will begin once all 68 Locals have completed the matching process. We anticipate matching to be complete and finalized by the end of this calendar year.

Any impacts on wages will be determined in Phase 4, and will be made retroactive to January 2, 2020. It is the parties’ intention that individual incumbents will not be negatively impacted.

Bulletin – Support Staff Job Evaluation Committee

Background

The Provincial Joint Job Evaluation Program was first initiated during bargaining of the 2014-2019 Provincial Framework Agreement, which was renewed in 2020. The purpose of the Provincial Job Evaluation Plan is to implement and maintain a standardized method of measuring and classifying support staff jobs across BC public school districts. The provincial plan will eventually replace the various local plans once fully implemented.

Phase 2

Testing is nearly complete. This phase involved developing and refining tools and processes for matching local job descriptions with benchmarks across 17 pilot school districts.

Phase 3

Job matching and data gathering, by far the largest phase of the project, is now underway. This phase involves using the job matching tools and processes for the remaining 43 school districts.

Training for school districts on job matching tools and processes has commenced. As of March 31, 2022, training has been completed for the local joint job evaluation committees of the 23 school districts determined to be ‘Ready Now’. These local job evaluation committees are now working on matching local job descriptions to provincial benchmarks.

Over the coming months, the Support Staff Job Evaluation Committee will work with the local joint job evaluation committees of the 20 remaining school districts to prepare them for training beginning September 2022.

Concurrent with job matching and data gathering work, during Phase 3, the Support Staff Job Evaluation Committee will be finalizing the Provincial Job Evaluation Plan and developing an implementation plan. Details of Phase 4: Implementation have yet to be determined.

The Committee has targeted December 2023 as the end date for Phase 3. The project will then move into Phase 4.

Why is this work important?

The outcomes of the project will improve equity and consistency in evaluating K-12 support staff jobs across BC public schools districts and locals.

What benefits will be achieved as a result of this project?

An undertaking of this nature is complex and significant. This work will not only address differences in job evaluation practices province-wide, but will also establish best practices and equity for the future. The entire sector benefits when there is consistency and clarity.

Will there be an impact on wages?

Bulletin #6 – Support staff job evaluation committee

Background

Since the negotiation of the 2014-2019 Provincial Framework Agreement, a ton of work has been done on the Provincial Job Evaluation Plan. Most importantly, the plan has been piloted in two separate groups of districts.

Pilot 1 – Work Completed

The seven Pilot 1 districts completed two major rounds of work involving matching, reviewing jobs and reviewing the provincial benchmarks.

Round 1 was a first test of matching district jobs to the provincial benchmarks and produced the results shown (see Pilot Group 1: First Round of Matching)

Round 2 was a refinement of the benchmarks and rating process, and districts were responsible for two tasks.

The first task required the matching of district jobs to an appropriate benchmark which produced the results shown (see Pilot Group 1: Second Round of Matching).

The second task required a review of the ratings of the provincial benchmarks with the following outcomes:

  • The ratings and descriptions of 69 provincial benchmarks were reviewed
  • On average each district recommended changes to 19 benchmarks.

Pilot 2 – Work Completed To Date

Most recently, beginning February 2021, a great deal of work has taken place with the Pilot 2 districts/locals:

  • District/local job evaluation committee members (approximately 65 individuals) attended JE training and matching workshops
  • Each district set a deadline for completing the matching assignment and submitting results with dates ranging from beginning of March to the end of June
  • At the time of publication, 9 of 10 districts had completed the matching assignment:
    • 6 completed the assignment several weeks ahead of schedule
    • 3 completed the assignment on their scheduled due date
    • The 1 remaining district will submit their results by the end of June.
  • 459 active jobs have been matched, with 59 remaining.

Next Steps

Following receipt of data from Pilot 2, the Job Evaluation Steering Committee will finalize the provincial benchmarks and ratings and will address final modifications to the job evaluation plan, such as reviewing job matches identified by the pilot districts, rating jobs not matched, and determining point weighting. After these steps are complete, the Steering Committee will determine a process for inclusion of remaining districts and locals in the province. It is anticipated that the work on the benchmarks, ratings and plan will be completed in late Fall 2021.

Pay Adjustment Process
The 2019-2022 Provincial Framework Agreement provided a commitment that “The disbursement of available JE funds shall commence by January 2, 2020 or as mutually agreed.” The Steering Committee acknowledges that implementation of the job evaluation plan will be retroactive to January 2, 2020 within the funding provided under the PFA.

Technical Support

The Steering Committee has retained a technical support person to create a centralized data reporting and collection system for the provincial job evaluation project. This resource will save countless project hours by providing the ability for school districts to directly populate job evaluation data and otherwise providing a critical tool for effective and efficient data gathering. Once this data is compiled, the Steering Committee will be able to accurately project and communicate a timeline for JE implementation and disbursement of funds. We envision that the database developed can also be used as a tool for provincial JE in the future.

NAME THAT APP… PLEASE!

“Provincial Job Evaluation Database Application,” now that’s a mouthful! So we’re asking you to send us your suggestion for a name. We know you’ll have great ideas.

Let’s explain a bit. As the Provincial Job Evaluation project expands from seven pilot districts to seventeen and we start planning for the rollout across the province it is extremely obvious we need an easy to use database. We need a simple and robust way to manage the job data. We need to track the matching and ratings of jobs. And, we need to communicate that information back-and-forth between the districts and the Provincial Steering Committee.

It’s a complex process. We will be processing job data from sixty school districts and sixty-nine Union locals, and we estimate addressing upwards of 3,600 job descriptions. Every job will be reviewed and matched to one of the provincial benchmarks, and we estimate that potentially 5% of jobs may be unique and require a rating. That’s a lot to manage.

So, we are building an App that will streamline communications and efficiently manage all that information. It must be user-friendly, and easy and quick to use. Each district will login to the App to add, update, and match their jobs to the provincial benchmarks. The Provincial Steering Committee will access the data to confirm and review matches, and rate unique jobs.

It’s not just about data it is about making the job evaluation process easy and quick to do. The whole process will be simplified with our new App.

Support Staff Job Evaluation Committee Bulletin #5

Background From Provincial Framework Agreements:

BCPSEA and the K-12 Support Staff Unions first agreed to establish a Provincial Job Evaluation Plan, possibly including a regional or local approach, as part of the 2014-2019 Provincial Framework Agreement (PFA).  The job evaluation tool used is based upon the CUPE gender neutral job evaluation plan with modifications to fit the needs of the K-12 sector.  The Provincial Job Evaluation Steering Committee was established in 2015 and seven (7) districts with CUPE locals piloted the plan throughout 2018 and 2019.  Ten (10) additional districts, including two (2) with locals other than CUPE, have been identified for a second pilot of the plan.

The 2019-2022 PFA confirmed that the work of the Provincial Job Evaluation Steering Committee would continue as follows:

  • Review the results of the phase 1 pilot and address any anomalies identified.
  • Expand the pilot to accommodate ten (10) additional districts/locals including at least two (2) districts with locals other than CUPE to confirm the validity of the tool and the benchmarks.
  • Rate the provincial benchmarks and create a provincial job hierarchy.
  • Utilize the provincial job hierarchy to evaluate local district hierarchies.
  • Identify training requirements to support implementation of the provincial job evaluation plan.

The 2019-2022 PFA recognizes that the provincial job evaluation process is potentially lengthy and onerous and provides the opportunity for the engagement of additional job evaluation consultants to assist with job evaluation work.  It also recognizes the established management right of employers to determine local job requirements and job descriptions.  The 2019-2022 PFA contemplates the disbursement of available JE funds commencing January 2, 2020 or as mutually agreed.

Phase 1 Pilot:

As previously indicated, the seven (7) phase 1 pilot districts are:

Throughout 2018 and 2019, the joint job evaluation committees in the phase 1 pilot districts provided feedback to the job evaluation consultants on the draft provincial benchmarks and ratings and completed preliminary matches for each district job to the provincial benchmarks.  They also provided feedback on the pilot 1 process through completion of a questionnaire.

Phase 2 Pilot:

The Steering Committee received a large number of expressions of interest from school districts and locals for participation in the phase 2 pilot.  A number of factors were used by the Steering Committee in the selection process including:  geographic location; district size and other demographic considerations; status of existing job evaluation process and job descriptions.  Based on the provisions of the PFA, only ten (10) districts could be selected, two (2) of whom had to be non-CUPE locals.  The final selection of the pilot districts was conducted by the Steering Committee.  Unfortunately, not all districts and locals that expressed interest could be selected.

The districts and locals that were selected for the phase 2 pilot are:

The joint job evaluation committees in the phase 2 pilot districts are scheduled for training in early February and will be asked to complete a number of job evaluation tasks to contribute to the work of Steering Committee.
