June 8, 2014: We reach tentative provincial framework agreement

 Your K–12 Presidents’ Council reached a tentative provincial framework agreement on Saturday, June 8, 2014 with the BC Public School Employers’ Association (BCPSEA). If the agreement is ratified by K–12 Presidents’ Council members on June 16, it will form the basis of local agreements between your Local and school board. CUPE members will vote on this provincial package after their Local’s bargaining has concluded with its school board.

The agreement is for a five-year term from July 1, 2014 to June 30, 2019. Wage increases follow the framework of 5.5% over five years as established by other public sector collective agreements earlier this year.

Highlights of the agreement include:

  • All increases negotiated in the agreement are fully-funded by the provincial government. This is a significant improvement to our last agreement as it relieves pressure on school boards’ operating budgets.
  • You will not lose money as a result of honouring the BCTF picket lines or the planned lockout by BCPSEA at the end of the month. You will not lose money if the strike/lockout is ongoing. CUPE will continue to support the BCTF in its efforts to get the best possible agreement for its members.
  • Extended health benefits will be improved through standardization. Local enroll­ment in the standardized plan is optional and will not affect participation in the rest of the framework agreement.
  • Increased hours for Education Assistants will move many EAs closer to full-time hours and improve learning conditions for students in the classroom.
  • A commitment to implement a job evaluation plan to address retention and recruitment issues.
