K-12 Bargaining Bulletin #2 - May 7, 2014

As planned the K12 coordinators, supported by Sister Leslie Franklin and Brother Rod Isaac met with BCPSEA on May 6, 2014 to attempt to reach a protocol agreement.

We put forward that we were agreeable to maintaining the last protocol agreement with two additions:

  • Media freeze upon reaching an agreement to ensure we could advise our members prior to them hearing it from the media, and
  • Language ensuring the new agreement is funded by the Province.

Discussions were open and respectful. After numerous attempts and caucuses by both sides we were able to reach an agreement on a finalised protocol.

The following are the changes from the last protocol agreement:

  • We agreed that all proposals will be presented on opening day of bargaining - June 3, 2014.
  • There will be a 24 hour freeze on any release to the media upon reaching an agreement. This period can be amended by mutual agreement but if there is no such agreement the 24 hours remains in effect.
  • Funding the Agreement: we agreed to the following language in the protocol  –

“The Parties agree that under the current mandate Boards of Education are not required to provide a savings plan setting out how they will pay for increases arising out of a Provincial Framework Agreement.  Funding for the Provincial Framework Agreement will be included in operating grants to Boards of Education.”

We are as confident as we can be that this language provides significant assurance that the Province will be funding the new Provincial Framework agreement. Our first proposal remains in place and will be presented on June 3, 2014.

We came away from this meeting with some optimism of our upcoming bargaining. The discussions were respectful and in good faith.

We agreed to meet jointly on June 3, 2014 at 11:00 am. The PBC will meet at 10:00 am.
